The Clinic’s role

The Clinic for refugees helps newcomers access health care and services as soon as they arrive in Québec. It’s an entry point to the healthcare system so that refugees can get a better start in their new environment. The Clinic’s aim is to ensure the intake and well-being of newcomers. 

The Clinic for refugees aims to make health care and services accessible and adapted to the needs of newcomers. The services are aligned with the orientations of the ministère de la Santé et des Services sociaux (MSSS, 2025).

Services offered

• Health check-up;
• Psychosocial well-being check-up;
• Referrals within the health network, based on needs: access to a family physician, vaccinations, psychosocial and other services.

Who can access the services?

The Clinic’s services are offered up to 6 months after arriving in Canada. The terms and conditions for access depend on the person’s status:

• Refugees can only access the services by referral. The Ministère de l’Immigration, de la Francisation et de l’Intégration (the MIFI) sends a notice of arrival to the teams in order to book an appointment at the Clinic during the first 30 days following the person’s arrival, as indicated in the notice.
• For asylum seekers, the access process requires the person to take their own steps. They must present the refugee protection identity document (RPID) to determine if they are eligible for the services.

Note: The services of the Clinic are not available for individuals who are awaiting status or do not have legal status in Canada, migrants with precarious status and foreign workers.
